The incident began when a caller reported a man walking along the roadside who appeared intoxicated. According to State Police, a “struggle” ensued, resulting in Exline becoming unresponsive. Despite efforts, officers were unable to resuscitate him, and he was pronounced dead at Berkeley Medical Center. Officials confirmed that Tasers were used multiple times during the confrontation.
Friends and family of Exline told Eyewitness News that he was a paranoid schizophrenic likely experiencing a mental health episode at the time of the incident.
Exline’s son, overseeing the estate, filed a lawsuit against the agency and the three troopers involved. The suit accused them of using excessive and deadly force, alleging that they unlawfully detained and killed Exline.
A judge will decide how the settlement funds will be distributed among Exline’s son and his four brothers.
Grant County Prosecuting Attorney John Ours, serving as a special prosecutor, took the case to a Berkeley County grand jury, seeking involuntary manslaughter indictments against the troopers. The jury, however, decided against the indictments and returned a unanimous no bill.
